technically CoLS would be higher than CoWS if you count the secret ending (its like 2k studs above the final floor of the citadel) but if you dont count CoLS then CoWN would be higher than CoWS
theres a thing called Great Citadel. for example, great citadel of ring 1, im not sure but i guess its higher than the tower of hell
someone made a great citadel with every floor from every tower... so if i do the maths correct:
12 x 10 + 17 = 137 x 100 = 13700 studs tall

One mistake i found:
The height limit is much bigger than 1 million studs. When i make a 1:1 earth it works when it is larger than a million.
The height limit thing is actually restricted by roblox itself. While you can go higher than 1 million studs using script, if you moving a part above 1 million studs in studio, the game automatically put back to 1 million studs

Wow good thing Natural Disaster Survival doesnt use Tornado Alley Ultimate's tsunamis. Most maps wouldnt even clear a normal tsunami which is up to 180 studs and a super tsunami is a full 105m taller than Sky Tower! ...the more you know
