How would you compare the current Tap & Chip Card Reader w/ Ipad or iPhone combo to this? Pros & cons? Can we stick to the reader+ipad at pop-up events instead?

Not sure about that. Check out the Shopify App Store. There might be a 3rd party that does that.
Can you use it as just a card reader?
So if you process a sale on the till rather than the unit can you just type an amount in and take a card payment?
We have barcodes but don't think we would always use the handheld. We often type in orders on our main till then take a card payment.
Yes! You can ring it up with a tab on the handheld called “Quick Sale”. Type in the description, if you have one, and the amount you want to charge then hit checkout.

Yes! You can accept cash as a form of payment with this device.

Would you recommend it for barber use?
If you're a mobile barber and use barcodes a lot then yes. But if you don't use barcodes then I would recommend and iPad. The iPad would give you more flexibility for your barber business.
