Yes, she is very good even though she is c0.
If there is a problem with the skill CD duration being 3 seconds, you can use 4 Thundering Fury (Full EM). However, you need to be on the field for a few seconds to trigger the skill duration cut in Thundering Fury.
The 4set also provides 40% Hyperbloom Damage Bonus (additive), not better than 4pcs Gilded/4pcs Flower of Paradise, but still usable.
