It is totally unbelievable, just how besotted these women and some men are with being in a photo with the horses and Guard. Taking her small child to be next to the horse while a drunk is being sorted by the police. What a wonderful picture for your daughter to remember!

They are well trained, highly disciplined and the most attentive that they can be. That said? For this job? They HAVE to be. \
Dealing with the public is rarely fun and games, but this kind of stuff always make my blood boil. The men may be wearing fancy old style uniforms and carrying swords instead of guns, but they are guards. They are there to stand guard. They are not there simply for the amusement of idiots who have never seen a real horse before and they have been attacked before, hence the armed police presence.
Personally? I would not be so polite to people assaulting my horse because that is what many are doing.

I think he’s the same drunk man who spooked one of the horses the other week and wasn’t quick to move even when the Police told him to move. The horses don’t like the smell of alcohol it unnerves them and it puts the horse, the guards and the public at risk. Although it’s on the pavement it’s technically still part of the Horse Guards Parade which makes it a part of the Department of Defence which in turn makes it illegal to “sit/loiter” on the premises. Apart from that he was drinking alcohol on the premises/street which is also illegal.

I understand that the armed police are MOD (Ministry of Defense) police & not (London) Metropolitan Police. They may not have arresting authority which is why they do a lot of talking to people. When culprits are arrested, it is by the Met Police, the ones with the tall helmets, as has been shown in videos previously. The MOD police are there for security and protection of the mounted guards. The mounted police are part of the Met mounted patrol. Mounted officers are very effective at crowd control and maintaining order. Who's going to argue with a horse of several hundred pounds? Being talked to by a mounted officer from a height & out of striking distance is less confrontational.

He Wasn't Disturbing Anything, he was just in the Wrong place, which is Why they asked him to move along.

He's sitting there quietly enjoying his drink, and hoping for a donation. He's not even asking for anything.
How is he disturbing the peace?

The "beat cop" as you call them, don't walk or drive around armed.
Only those specifically trained are armed & then not all the time, they carry their weapons in the boot (trunk) of their cars & only "tool-up" when called upon to do so.
Under normal conditions, the "bobby on the beat" & an Armed Response copper are indistinguishable.

Are you one of the few people who don't know that police in Britain are not routinely armed. It takes three years to train to be a police officer (two if you already have a degree) and even then you won't be armed. You have to undergo specific rigorous training in firearms before you can work for an armed unit and carry guns. These units guard specific places like this or can be called on quickly in an emergency.
