I’m having trouble finding what the law was before 2018, when Italy began allowing AR-15s and the like, but my theory has always been that the rifle was able to be sourced locally due to its lack of military features. I’ve yet to confirm this though.
In the original novel that the film is based on, A Very Private Gentleman, the gunsmith selects a Socimi 821 sub-machine gun. It’s still modified with a telescopic sight and a sound suppressor that he makes, and crucially, it’s sourced from the country he’s in.
Idk, the mini probably fit the vibe that the director was going for better than a more classically “military style,” weapon.

The Ruger Mini-14 is an American rifle, and is very much a military rifle, it’s a scaled down version of the M14 chambered in 5.56x45mm. It’s still in service with various law enforcement agencies around the world and was even used by the NYPD before switching over to the M4. You may be right, but there’s no recorded use of the Mini-14 by Italian armed forces or law enforcement agencies. It would make a lot more sense if the rifle chose was a Beretta BM59 which was essentially an italian made M1 Garand chambered in 7.62x51mm with a 20 round detachable box mag. It is still in limited service with the Italian Military

    My complaints:
Nobody would ship a barreled receiver assembly in the mail.
Trigger jobs are done with stones, not files. And you 'should' use a jig.
Scope mount was too high and of poor quality.
    Statistics are off.
Suppressor on a rifle would most likely increase velocity due to unburnt powder now having more effective "barrel length".
You would use a lathe to thread a barrel, else you get baffle strikes.
You would use a range rod to check suppressor alignment before shooting.
You would never tighten a scope mount with an Allen wrench, more like a torque wrench.
You would never drill a bullet out as it could go off center.
George Clueless was in the film.

You can see the turret twist between her fingers, and you can even see that the turret was machined for this exact method of tool-free adjustment.

Let me enumerate a list of the terrible.
    1. No one would use a mini 14 for accuracy, ever.
    2. Bullet velocity is expresses in fps not in miles per hour and any marksman would know that.
    3. British people wouldnt easily convert mph, they'd want kph.
    4. The mini 14 is heavy for the .223/5.56 and wouldnt be used where speed, acccuracy and lightweight are necessary.
    5. The barrel twist necessary to stabilize 223 at subsonic speeds is about twice what the mini14 comes with stock. 1:14 to 1:7.
    6. Subsonic speeds for bullets are around 1100 feet per second in velocity, less than half that, in a short barrel would make the .223 bullet quite unstable in flight and innaccurate.
    7. While you might be able to work up a subsonic 500fps load for a 223 with a 100 or 110 grain weight bullet, it would be considerably quieter through a supressor than shown on camera.
    8. Again, "IF" all bullets had been sorted, powder weighed accurately, brass resized and trimmed perfectly, bullets seated, pointed, perfectly AND neck tensioned to the rifle.... this would be, likely at best, a 1-2 minute of accuracy gun at 100 yards (110 meters). Most weapons and ammunition deployed in a sniper role need 1/2 MOA accuracy or better.
    9. This scene is stupid, poorly dramatized and innacurate. Its obvious that no reseach was completed on the topic, as I did all the reseach becessary to disprove the dialog and concept in 10 minutes while writing this.

This was so much cooler when I didn't know what a Ruger mini-14 was (not the "M-14 as mis-quoted). This is a crappy little rifle that is inaccurate, does not suppress well and was almost exclusively shot from the hip on the 80's TV show "The A-Team" in full auto. The .223 caliber doesn't suppress well either but suppress it we do. As it is super sonic and travels at over 2000 mph (not 360 or w/e) or roughly 3000 feet per second out of the 16" barrel of this rifle, suppressing it really only hides the report of the super sonic gasses leaving the barrel. The round cracks loudly as it leaves the barrel and will also crack loudly when it passes the target's ear at it's closest point. You may NOT know where it came from as the loud crack of the round near you will be MUCH louder than the report from the barrel's muzzle (all really depends on how far away the shooter is) but the mini-14 also has a loud 'port pop' as excess gasses are vented from gas relief holes near the gas piston that's part of the bolt/carrier/piston assembly. So it wouldn't even be hearing safe for the shooter - both the bullet and the port gasses are super sonic.
The assembly thing was ok-ish. He had the whole homemade 'solvent trap' style suppressor and all but you can't have a suppressor that long (or any length really) and not ensure that your threads, shown being cut by hand here, are properly concentric to the barrel's bore. If your bullet is going one direction down the bore and you cut your threads even a couple of degrees off from that axial plane you will get baffle strikes. That's when your bullet hits the gas baffles inside the suppressor and it basically explodes or just tears the thing off.
In no knowledgeable circle would this rifle ever be referred to, or expected to function, as a "sniper rifle". They may as well have been rehearsing the scene with a nerf gun or a dildo and delivering these lines. Pretty ridiculous really.
