Not sure if it's comparable, but I think ETS2 allows something like this for switching between sequential and other modes, which I think also allows an economy-like mode and a performance one.

Almost sure they were "responding" to the person supposedly wanting to walk on an onramp of the free/highway, given the shopping cart being visible right in front of the police car. It probably was one of those moments in which officers were like "What are you doing!! Get out of here!" and holding their position to tell someone to get out of there :P .
The German police is quite similar to the Dutch police: they don't stop just because they want to, in sort of the same way how you can typically tell a car just received a call that they need to drive towards without lights and sirens, or how they stop because they are receiving a call that might require a u-turn.

But imagine that i'm driving 19 meter long truck, and when police stops like that without any warning sign, it can cause a pretty big accident, it's not as easy to stop a truck as a car :) atleast they could turn their sirens or lamps :)
