I have a question: My watercolor paper still buckles if I tape it down, especially if I’m doing a background color wash. Am I doing something wrong?

No, you're not doing anything wrong!! I always experience a little bit buckling even when I tape my paintings down AND use a high quality paper. A thinner paper, even if it's watercolor paper, usually has more buckling than a higher quality thicker paper (something like 300gsm).
