The pandemic is actually a great example. The virus didn't enact policy. The virus didn't tell people they couldn't work, or force them to close down their businesses, or transfer all the wealth from small businesses to mega corporations. Government did that. Specifically, people in government who have agency and are human beings made the conscious choice to destroy the livelihoods of their own citizens, and enact tyranny upon them.
