or apply warp stabiliser to a slightly shaky video and when the process is complete copy past the effect from the stabilised video to the stable video, it'll give a more natural shake

Or just replace it with after effects and then add a "wiggle" expression to position and then save it and come back to premier pro and you will have a hand held video effect
