There's 3 herbalism shops, taverly right next to the teleport, Meilyr disctrict in priff and Granny in tier 3 botanist building inside fort forinthry. I buy out the water vial packs and bomb vials. The next thing would be after you buy the runes from the mage of zamorak, use the slayer cape to teleport to mandrith (1).
