I’m not familiar with any tools made in Australia. I’ll have to search for some and definitely try them out. Any suggestions?

It's oil residue and a tiny bit of dry rust. Wipe it off with WD40 and a rag. My Knipex combis had the same thing around the pivot. They're oiled at the factory. The humidity of the box probably doesn't help.
