Do you have to wait for the round blob of colors to dry n then add white jesmonite?

yes, it is a good idea to let colored parts to dry for a bit before pouring the base color.

How you know how much quantity of liquid you have to prepare?

I only work with Jesmonite at this point and have not tried white cement so far.
