其实历史上本来中国对海军没那么重视的，历史上中国都是重视陆地防御，所以才造了长城。但是多次造成中国重大伤亡和经济损失的战争敌人都是从海上打过来，所以中国后来重视了。
还有就是全球贸易最基本还是要靠海运，外贸大国不得不重视海军

二戰期間美國海軍造船最高時，能每4天一艘船下水，而日本一艘船須要数年方能完成，在這種情形下，日本造艦速度，根本無法與美國相比。
記得一名曾参加偷襲珍珠港日本海軍航空隊飛行員，回憶他一九四四年他在雷伊泰海戰(萊特灣），準備向美國艦隊發起攻擊時，眼見海面上百艘美國各式戰艦無從下手，他突然感受到日本聯合艦隊的末日。
