A decade after the Belt and Road Initiative was announced, Russia’s initial resistance to the plan has given way to collaboration with China to integrate with the Eurasian Economic Union. Facing economic sanctions from the Ukraine conflict, Moscow’s weakened dominance over Central Asia has forced it to engage with Beijing. The uneasy alliance to boost trade and transport across Central Asia remains fraught with challenges. As Western forces enter the fray, Central Asia has to navigate through the strained and opportunistic nature of multilateral relations in power politics, especially Sino-Russian relations.

Russia and China complement each other well in many economical aspects and working for a mutually prosperous goal stabilizing central Asia is a worthy goal that benefits all involved.
Honestly, it's major loss for the west. Russia didn't want a war with NATO but I expect that the US especially was worried that the EU might shift more towards Russia and China as these countries provide much better economical opportunities for the EU. It always surprises me how easily people have forgotten it was actually NATO that put troops into Ukraine before Russia did. They didn't fire any bullets but where there to ensure "democracy" took place during Ukrainian elections that put Zelinskyy into power. Which was of course a pretty huge red flag to Russia and erased any hope of a peaceful and prosperous feature between Russia and the EU. But hey, now the US can sell the EU gas at 3~5x the price, not to mention hundreds of billions of weapons just a regular day for the country of freedom and democracy 👍

China had been planning on building a railway through Kazakhstan to Uzbekistan since 1997, with Russia having it's head stuck in Ukraine, the railroad is finally able to be constructed without Russian opposition
Actually both Russia and China have avoided new projects that involve Kazakhstan. Kazakhstan and Uzbekistan already have rail links besides. The railway you're talking about is from China through Kyrgyzstan to Uzbekistan and further onto Iran. Russia's involvement in the Ukraine has nothing to do with it or any sort of opposition to it either.
Provide Central Asia with 3.8 billion dollars. They should build a canal from the Yellow and Yangzhe rivers to the Caspian Sea and refill Lake Balkhash and the Aral Sea while there at it. Over time the other somewhat large lakes can have canals added to them as well as Siberian and Far-East rivers that flow into the Arctic Ocean. It would turn Central Asia into a paradise and would be the catalyst for China to build mega cities in West China, and a northern canal at the western end could mean fresh water travel from Chinese Sea to the Atlantic. Much of it is desert witch is cheaper and easier (probably the cheapest and easiest) as far as digging canals threw soil types.
