I see them as like the human representations of depression and anxiety lol. April being depression while Ann is anxiety. They both usually arrive together or you either have one or the other. Completely different emotions with different mechanisms yet both function well together.

Honestly...Ann was always kind of a one-dimensional character whose defining trait was that everyone inexplicably liked her. April doesn't do anything just because that's what your supposed to do, so she sees that the emperor has no clothes and wants nothing to do with that nonsense
No clothes? She's a lovely sweet caring nurse, she's genuinely interested in people, she's not jaded in a job where most people are jaded, and in a government office that's refreshing. Saying the emperor has no clothes is just you admitting you didn't watch the parade
