Author and journalist David Ignatius's new novel, "Blood Money," is a spy novel set in modern-day Pakistan. Focusing on a rogue CIA unit in that country, some are probably wondering how true to life his chosen subject may be.
Ignatius calls the ISI "a pervasive intelligence presence" that frightens people in Pakistan. As part of the Pakistani military, it its offices around that country have been targets of Taliban and suicide bombers, so it has lost many officers. Ignatius says the ISI is the "eyes and ears" of the military.
"Have there been rumors that the ISI may have been infiltrated by al Qaida?" Diane asked.
"There are rumors. They're persistent," Ignatius said. The ISI is so complicated partially because, Ignatius says, the U.S. asked it to recruit among Islamic fundamentalists at the time when America had decided the best way to drive the Soviets out of Afghanistan was to effectively organize a Jihad against them. Now, the U.S. is asking for the ISI's help in cracking down on, for instance, the Haqqani network that has been killing American and NATO soldiers in Afghanistan - but Ignatius says we "have to be honest enough to remember" that the Haqqani network first came into power because the U.S. provided the money and training for its members decades ago.
I have spent years in combat in Afghanistan and Iraq as part of my tours of duty in Marines. i haven't yet seen such a dangerous intelligence in my life.. they are so covert that they are impossible to catch.. respects form USA

An ISI officer of major rank was deployed at Balochistan province of Pakistan in order to sabotage Indian terror wing in the region. For more than 5 years he camouflaged himself as homeless beggar and drug addict on the roads of the city until he captured one of top India's RAW agent (Kalbhoosan Yadav) near Pak-Iran border and exposing their whole terror network.

Got some spicy comments, but if you set aside your nationality and see, there are thousands of reasons that ISI has been categorized as the top in the list. If you open up the history, and go through different tasks handled by ISI, sure you will get the answer; whether its runaway of Soviet Union from Afghanistan, Israel's plan to attack the Nukes, Karghil Operation etc. ISI never let us down due Intelligence failure but yes, Law Enforcement Institutions are need to be improved and they are improving speedily. I was attending the National Groundwater Association in December of 2009 in New Orleans. I could get all 14 of my required Continuing Education Units in a few days there. One morning I was having the continental breakfast in the hotel across the street from the convention Center. I had seen some men in military uniforms and was wondering who they were. I was sitting alone and they came over and asked if they could join me. I said sure because I wanted to ask them who they were anyway. It turns out they were Air Force Red Horse Veterans of Afghanistan who were getting their 14 C.E.U.'s also. It was great sitting with them and asking them what it was like drilling wells in Afghanistan.
