Every family would fall to civil war within days as every capo tries to take the top spot.

Even he said to Luca, "I'm a little worried about this Sollozo fellow." However, I think that he was assuming that it was only the Tatalliga family, which wasn't strong enough, and never suspected or knew that it was actually Barzini until the meeting. In that life you can never truly rest and must suspect everything and everyone, even family, as Michael later learned.
