I know there was behind the scenes drama, but just on the show itself- there were holes because of it. They can easily summon their Mom or Grams, but never Prue. And the only time they think about summoning her is when she first dies and Grams says they'll have to wait awhile to see her. But they never try again. Prue's spirit isn't there for Wyatt or Chris' blessings or in the series finale when they summon The Halliwells. They never have any pics of her up. Some would say sad to see photo because she's dead, but they have up pics of their Mom and Grams, and they're both dead. And in the series finale they have the wall of photos with everyone except for Prue. If they were all besties and sisters you'd think you'd have photos up or care to summon her again.
In-universe explanation: they do have pictures of her up, we just don't see them. I would have loved at some point for Phoebe to be showing Paige the family photo album and say things like 'this is Prue and Piper at Duran Duran together, and here's Prue when she got her first photography job'. We wouldn't see them but it'd establish that they're there. Plus the wiccanings were only for matriarchs, which Grams may have chosen to take literally. A weak excuse but still an excuse.
They also couldn’t summon prue because she had died and in that universe they weren’t allowed to summon her so they could move on from her death. After they were allowed to see her they probably didn’t because it would be too sad for them. Prue and then we’re closer to each other than to their mom and grams
