Update: I reached out to the seller and explained all the numerous issues with the machine. The seller told me to keep the vacuum and issued a refund of the $160 I paid for it. So in the end, I got a free Dyson that partially works and smells horrible.

Oh god, peanuts are not the proper way to ship a vacuum! One time I got an old Panasonic packed with peanuts - the shippers damaged it and smashed the nozzle hood, and I couldn't return it in time.
But hey, at least the seller did the right thing by refunding you despite all the other nonsense. Even if you end up cannibalizing it for your OG DC18 it's worth it.
EDIT: And holy crap on a stick, that motor is beyond shot!

These had big problems with the upright lock mechanism. As I said previously, the DC18 was short lived and unreliable, hence I never bought one. I think the DC15 seemed OK (I've owned a DC15 since 2006), but its natural successor was actually the DC25 rather than the DC18, as strictly the DC18 was not a "ball" vacuum, as its motor was located in the main body under the bin assembly - more like a Shark is configured. The suction motor on that DC18 is worn out, you can hear the bearing whine on wind down, and also the rubber seals are leaking, hence the additional strange noises on wind down. That machine is an absolute disgrace, and the fact that you had to pay $60 for postage? Where the hell were they sending it from, the Moon? In the photos you can see its actually propped up against a wall to prevent it falling over, and I'll bet the seller was going to try to blame the postage company or even you for "damaging" the machine in transit, as it was perfect when it left the seller, even though that upright lock mechanism was clearly broken, as happened on many of these.
As it has happened though, you did get a refund, which is good - it could have been much worse, with the seller arguing the toss over whose fault is was that the machine arrived in a broken state. Ebay is fraught with danger, and there are a lot of unscrupulous sellers who sell absolute trash under the guise of "refurbished" - but usually ebay will be on the side of the buyer, however trying to open a case and win can take time and be a load of hassle, with acrimony on both sides. Buyer beware - you dont always get what you think you will be getting, and to be ripped off to the tune of $150 for that pitiful excuse of a vacuum was very bad indeed.
I hope you can salvage some useful parts from that DC18, like the hose and maybe the bin itself once its cleaned up, but the suction motor and the main body are pretty much shot.

It's clear the seller was trying to pull a fast one on me over this absolute rubbish cleaner. However I'm occasionally willing to hedge my bets on machines like this since eBay always takes the buyers side, to the extent that it's dissuaded me from selling on eBay, since buyers can pull similar tactics to scam sellers as well. In the end, I got my money back, and this video serves as a decent example of how a mismanaged listing and dishonest seller could lead to heaps of issues. For the record, shipping in the US for a 20 lb item usually ranges in the low 30s at the highest, based on my experience selling vacuums in the past to other collectors here in the states. Many sellers, including from my last attempt at purchasing a dc18 off eBay with a cut cable, will try to scam you by saying shipping is more expensive than what you paid for, in order to take advantage of ignorant consumers inexperienced in shipping large items like vacuums. It can indeed be a dangerous world on eBay, but if you know the tricks, you always come out on top in the end, as I have done with this cleaner.

There is this girl on offer up her name is Melissa and she sells a whole bunch of vacuums and she is 100% trusted and they are all cleaned through I actually got one of her Sharks and it works great
I have yet to successfully buy a machine from her. She tells me she has machines that I'm looking for, yet won't respond when I say I want to buy them.
I literally just recieved my shark nv800 for $20 bucks on amazon not refurbished but i also did see the the dyson small ball for $30 but got the shark i love it it works better then my fold away

I wouldn't be impressed with the owner if I bought this in worst conditions. I would return it for something better. Let's buy vacuums in stores only is my motto. Don't ship your vacuum like this. I would describe the smell as moldy and musty. This is why we should take care of our vacuums!
