His name is Earl Vanessa de Verdet and he basically lost his mind chasing after nobility. There are several other songs in the game that also follow this fictional character. The one that I have most familiarity with is Anisakis~Somatic Mutation Type Forza in which his brain gets eaten by the anisakis. Suzaku aka DJ Yoshitaka has spoken on it in the past.
