OMG. I remember a few years ago when i struggle to beat the game i saw a 25 minute speed run and thought it was crazy (it took me a month to beat the game=) ). now it is less than 5. i'm pretty sure with some luck a 4 minute run is possible

Yeah, I think around 3:5x is realistic to achieve in a full run, that is not segmented.

The normal method is to kill 20 pedestrians in quick succession.

Why would you need tutorial for this? It is self explanatory: lure a pedestrian to the water and then hit him with the car at the right moment as is seen in the video. Thats it. :)
