Well established rule in fighting games: Most characters never die or retire if they are way too popular.
ofc he's not dead. kazuya and heihachi have been tossing each other on cliffs and volcanoes since tekken 1 and 2 so idk why some people actually thought he was dead for real in tekken 7.
To be fair, the man’s heart stopped and he dropped dead before Kazuya threw him into the volcano. But obviously that was only a minor inconvenience 🤣

Besides his heart stopping. We did see Kazuya throw Heihachi off a cliff and he fell into the lava. So not sure how he would survive that. Plus this marks the first time Heihachi was DLC.

Returning in the game was obviously a must and almost a certainty BUT making him return in the story, however... and since he seemed really REALLY dead it was the perfect moment to have an ounce of hope concerning the story. That's it x)

So to try and explain a few things in t7 Heihachi did die, for tekken 8 he has been resurrected at a cost. Nobody seems to have noticed ogre standing at the volcano think that came for free, the whole thing with Lidia’s dad being one of the monks and eddy being there, the ritual is summoning ogre and with it Heihachi returns. Ogre is likely to be our 4th dlc due to matching colours to the last slot. Hopefully this clears a few things up
