If the measured modes are according the Nastran-model and the flutter analyses in that model was satisfying, you could go into flight testing. Most German manufacturers did it with flight testing. Increase speed with steps of 4 kts. Use a chute with a reever and start high enough. It is no black magic nor rocket sience.
