The Ministry of Magic is very imprecise, even though Harry is with Muggles (Dudley) but he is from his family (which the Ministry has confirmed knows that the Dursleys know magic exists) himself so he should be given a waiver not immediately expelled.
IMO, best Harry Potter movie, the only movie that really captured the essence of the book

Pretty sad seeing your greatest friend destroyed right in front of. And you can’t do anything to stop it. It would be haunting to witness that.
The movie didn't do justice to the books though. Cedric was just introduced and according to the movie Harry has just been acquainted with him. So it was kind of weird for Harry to react that way for his death.
People most probably have not realised this, but Cedric's character was also there in Prisoner of Azkaban. In the Quidditch match which took place during the Storm where the Dementors attacked Harry. The guy (Seeker) from Hufflepuff who gets electrocuted by lightning is actually Cedric.
