I bought the album (The White Room) in 1991. I remember that you can read: "Why sheep?" in the booklet somewhere. So, yeah - why sheep? Is it a reference to Philip K. Dick's "electric sheep", indeed? Or does it just mean that people are like sheep following the (main)stream, while they could listen to the KLF instead? Or is it something else only the Justified Ancients of Mu-Mu can understand? Anyway, this tune is timeless, eternal.
I would just take it to mean "Why (are there) sheep?"

Emperor > My thinking was that this promo was produced mid-late summer 1989. In July89 the original WTIL Pure Trance Version was discreetely re-released at about the same time as the Primal Remix 12 came out.... . For this promo video of course they used bits of film from The White Room road movie which they were trying to promote at around this time. Snippets from that movie were also used for the Kylie Promo Video . All released in summer 1989

This is 1989 version, in this version drums added ,compared to original 1988 version, which was without drums!
I know it's not exactly the same, but I put that down to the fact it was recorded from a TV showing, thereby distorting the sound somewhat. It DOES sound better like this IMHO.
Wrong - the original 1988 version (KLF 004T) has a bass drum (the B-side is pretty much similar but without that bass drum and slightly lusher riffs). The 1989 release (KLF 004R) has two additional version (Primal/Techno Slam Mix) of which both feature more drums and extra bits. The mix used in the video is clearly the original 1988 version (and yes, that's the proper video for it as well, though it rarely got played on MTV back in the day)
I think that the version without drums is the "Mix 2".
