You have to make at least 2-3 scavs or drone missions to get a lot of money. Then start the nuke contract and start interrogating and finishing move the most possible. Beginning of 3rd zone there's always a fire sale to use the money on plates. Hope for the best. I've already done 7 Rebirth nukes, but failed over 10 attempts.
