  • Osaka Prefecture is considering implementing a tourism tax on foreign visitors, a first in Japan, to address issues like overtourism. The tax, ranging from 100 to 300 yen (0.64 to 1.91 USD) per person, aims to fund measures against littering and congestion. Governor Hirofumi Yoshimura initially planned to introduce the levy for the 2025 World Expo in Osaka, but due to concerns and expert opinions, the implementation may be revised.
    During an April panel discussion, experts and officials debated the levy’s specifics, including potential conflicts with international treaties that mandate equal treatment of foreigners. The panel suggested collecting the levy through hotels, similar to the existing accommodation tax, but noted that this could burden businesses.
    The Governor acknowledged the need for a fair and well-communicated implementation process. Dimitri Kerkentzes of the Bureau International des Expositions raised concerns that an immediate levy could deter Expo visitors, leading to a likely postponement.
    The concept of a tourism tax is not unique. Bali, Indonesia, and Venice, Italy, have similar fees, often used for cultural and environmental preservation, showing that such measures are feasible with proper implementation and communication.
