Michael covers this in a later bit. Explosives can be tailored to specific purpose, and he usually has Fi make big-showy explosions to impress 'clients' or intimidate enemies more than deal damage. I don't know how far that logic goes but it's an explanation at least.

Also movies usually over sell how powerful explosions are by having people be knocked over. If the explosion had the force to knock you over it would likely kill you as well because it would have destroyed your internal organs.
