It expanded from a scale of tens of billions to tens of trillions. In many aspects such as total training for all roles, troop armor, individual purpose armaments for troops, hover tanks, capital ships, later fighter designs, all vastly outstripped the Republic's

Commander neyo would like to have a word with you. The entire mobile reconaissance corp as a very similar kind of helmet to that of stormtroopers. Compared to scout troopers their visors were trash, especially when you consider their role as recon troops.
One of my older clonewars sets for the republic gunship has a speeder in the back, it was not a BARC, but a reused 74-z from older sets included into the set, I would now like to pretend those poor sods who ran the gunship were some of the first troopers to have to use it.
Consider that in Rebels, the Empire used slave labor for construction, with high incidents of sabotage. With the Republic bikes, they were made by paid crew, so quality mattered.
What’s crazy is speeder bikes could fly in the skies of coruscant as well as just hover on the ground I tend to forget that because most of the shows especially in the animated clone wars series they are mostly shown in combat roles. Imperial scout troopers have a pretty terrible bike and they get killed because of that but they honestly deserve it scout troopers are arrogant af especially to the regular storm troopers even though they are part of the storm trooper core I believe I saw a video about them scout troopers actually were doing drag racing when the rest of the Barricks were asleep which pissed everyone off.
And again, the First Galactic Empire managed to pay more for less. Just because they did not like BARCs. Maybe it would have been wiser to strip them of their fairings and put some new ones on...with a more imperial design?
I like how you have a cruiser riding position on the BARC. Unlike the imperial 1 where you in a sport bike stance. But at those speed the sport bike would be the best way to handle something that fast.

I understand that this is just a result of out of universe art of at times lack of. However with how many civilian versions of speeder bikes are similar to the74-z during the time of the Empire, it's possible to the Empire wanted a a speeder bike that many people were familiar with. It's not often considered but if public spending dropped then the number of qualified technicians would have dropped to. Using a familiar type of engine might have let the more average man maintain the74-z properly.
Generation tech calculated the worth of the emperial/republic credit to be 1:1 with the American dollar and $9000 isn't that much for a top of the line motorcycle. So if you could somehow manage to get a way to buy on of these in the star wars universe you are good to go

I believe you are missing the main point. These speeders are ideal in a reconaissance and dispatch role but no amount of armour or firepower will make these things viable for actual combat. The pilot will always be exposed. Like the Wehrmacht abandoned it's attempts of making battle sidecar motorcycle mounted infantry and replaced them with Panzergrenadiers (motorcycles were still around, just in different roles) it would make sense for the empire to down arm their bikes, as to not provoke their speeder pilots to do more than their actual task of taking a look, relaying intel and a short firefight to break contact at most
How about the V-wing versus a Tie fighter, or a Tie defender versus an X-wing. Barc v 74-Z is just horses for courses. A Barc in civilian mode would have been cool and versatile.
The easy answer for why the Empire stopped using X in favor of the inferior Y: X was necessary when the Republic was fighting a relatively even match. Y was cheaper and more than effective enough to brutalize civilians and kill insurgents.

I just don't like how the BARC seating is made, I like the 74Z's seat because leaning forward seems more immersive and controllable.
