I think the feeling was that after 5 years of the same set, this new one was a fresh of breath air and more flexible for the news channel, as the set was built for appointment-to-view bulletins on ITV1. Also, the new blue/yellow ITV News refresh IMO dated the set even more as well as the standing-up they tried to do. The new set was stunning and allowed for a world of graphics to make the news more exciting and informative. However now it just looks really, really cheap, and it was still in 4:3.
So, the original "Theatre of News" virtual set was placed in Studio 2 at ITN, meaning since 1999 ITV News had been broadcast from Studio 1. Now in 2019 they have switched, with all ITV national news and ITV News London now coming from Studio 1, with Channel 5 News and The Jeremy Vine Show coming from Studio 2.
A good effort in 2004 from ITV News with their new set. However they always had the problem of a "corporate" look for regional news, as only England and Wales regions would have it, Scotland, Northern Ireland and the Channel Islands retained their own very distinct look. By 2011 Channel TV was owned by ITV PLC and in 2016 UTV is now owned, so a corporate look is nearly there. Just STV in Scotland to be bought and they will have 100% corporate identity.
@jacksugden8190 they might have updated the same theme for the 1999 to 2004 look but in 2000 (i think) they added a drum roll at the end of the theme when it went from the studio to the blue and white ITN logo
