I have the 3 tier unit with the larger outriggers and the hand rail and I feel very safe working on it.
I'd feel safer with a hand rail too.

Why don't they use cross members instead of the horizontal side supports ?

I have been on a few other scaffolds and none of them shook nearly as much as this one.
your safety officer would give you trouble not for using a product that is very widely used across the construction industry but for not reading the user manual and installing the safety pins.
I did install the safety pins. Watch the video.
