Basically to keep them from becoming vengeful and to let them live peacefully on earth without agony.But she isn’t experienced enough and has lost a few souls/spirits due to their agony.
If they become vengeful,it gives the High ranking demons in hell the ability to control them.But sometimes the vengeful spirits can resist hell like Cassidy and CC.

Sammy teased her but was caring most of the time.
Charlie did go to heaven but was sent back down to preserve souls of the dead.
