There's no way to tell ofc, but I have around 20+ hours on Joker. I don't use any of his signature perks
Balloon: Like you said, it's pointless to charge it more since it fucks up your combos, and I don't make use of balloon ride too much because it's so buggy it can actually kill you
Cards: This one is actually bad since I make use of all three cards for their own combos. Since this one is RANDOM and REPLACES one of your cards, it could actually fuck me up on combos

There are definitely better combo enders other than the balloon so charging it during combo doesn't make too much sense. Maybe charging it for edge guard would give more value?
And as for the cards, the random card from the perk is actually better in my opinion. If the opponent is keeping track of what card you're on, the random one can throw them off. Plus it has a good knock up.

I don't make use of up special too much in my vertical combos unless I'm really going for the kill since it's too strong, but good point.
I still don't prefer the cards perk because I'd rather keep my heart card for a combo than to just have an extra diamond card, considering it's one of the weakest cards combo-wise
the cards arent random they are displayed underneath joker. if you crouch you can change which card you use

the haha meter is when u down Basic Attack "on ground" it charges the teeth and u can dodge out of it to save it fully charged

How do you get so much prestige points?
I bought the two beta battle passes( open beta), and when the game launched I already had 80k points... After that, I just bought one or two skins, plus this pass and that's it... I got this joker skin
How did you get the Batman who laughs suit for joker
It costs 100k prestige points, I had 137k from the beta somehow

Leveling up characters I rember prestiging Superman and Tom and jerry so I had coins from the beta

I think it's the hearts card that goes through and comes back and if you Know you have it you can throw it and time for when it comes back to hit them from behind it will push them towards u which lines up a free 3 hit combo

Im sad man, had 2.5k hours in beta, was top 150, this game feels so trash now, hope it gets better, it has so many cool aspects but the core gameplay feels shit now
