That's very true. You only see the cops in Memphis towards the tourist areas. You don't see them anywhere else but at the same time, that's kind of smart of the city from a political standpoint because tourism is going to be dead there if something happens to a tourist. From a public service aspect, it's pretty crappy but then again, people in Memphis don't treat the police very good so.
