Whipped cream has lots of fats (malai) in it that's why we can incorporate air into it, it holds the air bubbles, but while boiling milk you took all the fat out, this itself is cue for us to understand that the milk you used isn't going to make whipped cream.

Instead of this, it's a easy way here. Just take fat Malai and just use electruc beater or normal beater and don't forget to add sugar and mix well untill it gets in the creamy consistency, this is what my mom told me and I even make it often.
