Veronica can use any weapon. The weapon on Andras is Coco's EX. If you don't have Coco EX, you can just Head Hunter Andras. You can either rely heavier on Chrom chain to kill the event zone monsters or try to rely on Andras' final swings to keep the monsters in check. For the boss part, you can skip the event tile and focus on landing three WS on the boss. If everything's done correctly (killed boss and both event zones with good multiplier), you should still get max reward even with less team switch bonus.
You can try Lucy. She can kinda do Veronica's job during the boss chain but won't be able to replicate the Veronica > Garam chain on mobs since we're chaining off from the Injured ailment.
Most bosses target based on class. Tank > Warrior > Ranged > Support. Oghma is a tank, so he draws the most aggro. This is something we sometimes exploit in raid to bodyblock a boss by standing between the boss and Oghma.

Last SA had a similar achievement mission where just finishing the boss gave us enough points for max reward. This time though, we need that extra event zone to do the trick.
Hmm... Eva EX is kinda important since it buffs allies' attack. You can still use her for the healing and attack buff on chain though. It's hard to replace her, because the basic elemental party buff is multiplicative to the ranged party buff, which boosts Chrom's damage more than double range party buff can.
No one can replace the high damaging Orca chain, but you can try to use Lucy instead and chain Lucy > Veronica > Garam to boost Garam chain's damage to compensate. I don't recommend chaining Andras because she takes too long to chain and can get knockbacked by mobs easily during chain. You can also just rely heavier on Claude chain for the kill. If all your debuffers are on the boss, Chrom + Claude chains are enough to finish her. Having Andras water chain in between is just to be safe.
I used the standard Black Mamba + LNW-2000. You can see all my equipment starting at 5:23. Since we're not running Valencia, you might be able to use Black Mamba or Sohee EX as backup instead.

sorry i dont understand why do you use 60% debuff??? Its been a year and this is impossible to me. I dont have chrome
This was part of the Season Achievement challenge. 60% was the handicap we needed to put on ourselves.

You can also test your luck with the five 100MM legendary boxes in the mileage shop. 👀

I want to ask, why is Oghma always targeted by boss monsters? This made it difficult for me to play Boss Rush on trial two bosses

I don't think it'll ever change tbh. The targeting is pretty much a core mechanic of the game. There's gonna be a lot of code to rewrite.
Can you do 10th district guide without chrome? It feels so hard without her 😢
I don't think it's possible. All the other heroes are WS-reliant for mob clearing, meaning they are too slow for speedclearing.
