You don’t had to buy a broken iPhone, just buy a refurbished iPhone, you can find them for cheap on back market, a lot of college students use it.

Phone refurbisher here with 700+ eBay purchases in the last year: 90% of iPhones on eBay will be iCloud locked unless stated otherwise. Out of those 90%, if you contact the seller, 10% of them will remove the phone from their accounts. 80% they are either lost, stolen, or the seller does not reply. The phone that had a hammer dropped on it. It doesnt even matter that the screen is black where its cracked. Because if you know about replacing phones the front screen you cant just fix the cracked glass as the part you replace is the whole screen with the glass on it cause it all comes as one and it hooks in with a ribbon cable.
