I guess it's the cost effective mentality of us indians 😂. Starting from groceries to space we always try to get things at the lowest price. ISRO has always tried to reduce cost by applying new techniques . The first rocket that was sent to space by it in the 1950s i guess it's parts were literally transported on Bullock carts as the budget was very low and still is compared to NASA and spacex
