"The 1989 World Tour" is just the name of the tour. This performance happened in 2015, as it is stated in the description and on the video itself (0:13).
Why is that the name? Taylor named her fifth studio album, "1989", after her year of birth, therefore, that was the name given to her forth headlining tour, in support of this album. If you have any more questions, feel free to ask.
I have a question: Do people really think this video is from '89? You had to write this because someone asked if this was '89?

And, if it was only the people asking for clarification on the title, it would've been completely fine, but the amount of comments calling me names, saying that I was misleading people was getting out of hand. That was even some commenters doing math to "prove" that the title was incorrect.
