Some skills, like Cliffheart’s skill here, have this mechanic. If there are no viable targets in range, the skill doesn’t properly activate. The animation starts, but no SP is consumed, and every timer on that operator stops and restarts. This includes the default auto attack timer. Cliffheart is facing down. There are no enemies on that path, so the skill starts but does not properly activate, resetting all of Cliffheart’s timers.
The reason Cliffheart does no damage to the Reaper is because this player is using Cliffheart’s skill every 1.8 seconds (approximately) to cancel every single one of Cliffheart’s auto attacks.
