I think the real reason V is so weak is because A, he doesn’t have Vergil’s motivation and B, he is jealous of Dante and Nero’s sweet costumes!

What annoyed me was how Urizen looked 1000× better before transforming.
He didn't transformed, he only powered up

From the beginning "unpowered" Urizen was much stronger than Dante after the 4th part (and Dante in the 4th part on equal terms fought with the Savior, and the victory over him was only a matter of time, Nero accelerated the process).
What do we have with Urizen after "Power up"? He is stripped of Yamato's IMB shield, stripped of his roots, but now he waves his fists, sometimes teleports, and has an ultimate ability to summon stakes. All other techniques remained the same.
This Apple was said to have been eaten by Mundus himself in order to conquer the underworld. But compare the level of the battle with Mundus from DMC1 (where they even fight in another dimension) and the pathetic Urizen.
Well, Yes, this flawed monster design is like in Resident Evil: THE MORE EYES ON the BODY - the stronger boss is :/

"Foolish". That is the point. Urizen is not just Vergil's obsession of power and demonic half, but also his pure, unrestrained ego.
V, on the other hand, actually runs away from fights he deems beyond his strength. Throwing Yamato away is really just him being far too cocky. Maybe he does it, because the Yamato was Vergil's blade, not his.
He "threw away" his humanity and identity, but not his hubris.

The roots to be honest are pretty easy to dodge
Also like Nico said, the roots only slowed him down.
He got time stop, actually his punching and kicking moves are pretty sure are referencing towards the Beowulf weapon as well as being pretty fast in DMD and relentless, he has access towards summon swords but a couple more on DMD as well as them being faster, teleportation is used way more, that ultimate stake move reminds of Abigail’s move from the DMC anime , the shockwave he does is in my opinion stronger, he has stronger and faster Goliath fireballs, more powerful Artemis moves, way more of those blue explosions etc.
He also has access towards the laser beams which are fast as hell in DMD.
He is generally harder in DMD but lore wise imagine we had to fight him with a full health Yamato shield.
The main problem people had was Urizen’s shield and the roots being very weird because it hits them when they don’t expect it to.
That Neroto skin really caught me off guard XD

i honestly gave up and just cheesed it with fist mode balrog on dmd. took a while, but it works

I was enemy stepping, using Balrog's short combo with Trickster, and performing DT'ed Real Impact when he was studded. Was able to ND on SOS but it was annoying on DMD for sure (cried in Dr. Faust)

This annoyed me too I got a SSS and lost it because he started to run away the final Virgil fight was the same he just split himself and only did evasive so and ranged attacks for the rest of the fight.
After playing this game and going back this is my least favorite boss fight
My least fave bossfight was with malphas. The damn bitch is just a chore to fight with.

For me Urizen 1st and 2nd phase is harder than the "after fruit" phase. The tentacles, the shield, the timestop meteor all that shit.
