Lizard was born before the tribes evolved into what they were today, so… idk. In Book 15, Luna does say that she looks kind of like a leafwing and a Rainwing, and it is confirmed that they are related (however distantly) but some Rainwings just decided to go to pantala and went through evolution, so… I guess you could see Lizard/Freedom is a Rainwing/leafwing hybrid
