I have a friend that works in a county jail. One night we're on the phone and an inmate is yelling for help. I asked "shouldn't you go help him" he said "Nope, we pair predators with a good match and wait til the screaming stops to check it out". Thats in NY. My Uncle worked in a PA prison for over 40 years and said "we pair them based on crime and mail" I thought it was a joke, why mail. He said because predators should experience the same or similar type of fear and situation, reading the mail helps them understand if they are paired correctly and when they have to be isolated they evaluate which inmate should deliver the meals and mail to the predators that want protection so that they still get to understand what the victim is or was feeling.
