I have a question my lights seem to be working but they're working at the wrong time my headlights come on like they're supposed to but when I turn the headlights on at night time the brake lights come on as well and I'm not even touching the brakes what does that sound like to use

I have a 2005 Toyota Corolla, the dash lights and running lights went off, yet the headlights and turning signals, and hazard lights work. The fuse is still good, and the bulbs are fine.....!?! I've been told you could be relay.
