Seed synchronization update was to address the issue where server and client were desynchronized between ticks leading to some flickering when feedback from server was received and game was synchronized again. Rapid fire could be fixed by simple input validation on server side. It's funny how both issues come from subtick system and we would probably never heard of them if Valve would introduce 128 tick servers instead of subtick, lol.

If you think about it, the only way valve might fix rapid fire would be by "watching" how many bullets one will shoot, or by fixing those error :b although they probably won't fix it too soon, maybe not because of a game they're working on, but the operation or other gamemodes.
