Your using the wrong ones, theres an area with a chest where you can fight fatui that has the right ones just explore a bit!
i got in the upper second gate that opens up after killing the two anemo fatui and i went back into the lava place and got locked out zzzz

I got Muelar, more easily: Immediately after defeating the four-armed enemy that spins like a top. After defeating him, wait a few seconds and the cyber elf will come down from the ceiling on its own.

That's most likely because even though your bond with Tifa was the highest, it still was not high enough to get the kiss. Besides the right dialogue answers, it's recommended to clear the most quests possible related to Tifa before this point of the game. :)
