Nope. The circle disappears when you kill a single enemy for a quest, and also it never popped up that you completed it after you killed the patrol. The message you saw was your ammo type. Also, if you wander around the edges of the obstacles, sometimes you can see a talk option pop up, and then sometimes you can shoot the blocks and kill them, and sometimes you need a grenade.

Your argument about night vision quality is pretty legit. The 4 eyes night vision is very clear, with great range, and has almost the full human FOV. So perhaps that's what they should do. Just slightly restrict your viewing angle.
