This method is not good , you will only destroy the metal on the wheel. I tried. It is because , the metal on the bike is softer then the screw driver. And the amount of dents or scratches you will leave is another story

not cassette brother it's called freewheel and for removing it needs a specific freewheel remover tool

There is no maximum speed in the Netherlands that you can cycle with an ebike, only the motor must stop working above 25 km/h. So if you don't go faster than 25 km/h but the motor is 1000W, you would be in violation!! Max is 250 watts. But no one is looking at that and it's also difficult to find out, I think.
