This is not BIOS switch. It appears that you are booted in a recovery mode / install media. You are just changing the power profile, the same setting you'd access through the power menu in Control Panel or in the battery menu. The changes made are not only easier to be done in GUI, but also would probably not hold when booting in the main Windows install.
