As a retired ED nurse, I wouldn't walk in the city I worked in, at night! I also would never drive without my pet being restrained. First responders have had to delay care because a dog gets upset during an accident and thinks they're protecting their owner because they're scared. This can delay care which in some accidents where every second is crucial.
